No Parade.
The halloween parade has been cancelled. It would make sense since there is no power below 33rd street. The only way to recharge a phone is to cross the street and plug it into a building's outdoor outlet. This scene was extremely common all cross town. It's even worse along the Rockaways.

On the UES clearly not paying attention to the caution tape. Neither was anyone else.
Yes the FDR was flooded, and yes people decided to go into that dirty water.
Not a lot of rain but there was a lot of wind and lots of storm surging going on.
This is first avenue near our place. Flooded.
And no deliveries are happening either. I can hear the sad saps on the UES complaining about this.
